Job description

The Assistant Manager–Talent Care (AM-TC) is a strategic partner to the assigned *client groups in MWS to provide HR consulting and guide to influence talent decisions, adding value to the centre(s) business operations.As the main point of contact between HR and the business centres, the AM–TC is an excellent communicator who aligns interests among various stakeholders to promote a cooperative and collaborative work environment in the centre(s) and a delightful experience for them. He/she adopts a service excellence mindset and is passionate about addressing the centre(s)-specific people issues, needs and challenges.

*The client groups assigned to this position includes Community Services in the Family Services Cluster (consisting of Girls’ Residence, Christalite Student Care Centre, Family Services Centres, Family Development Programme, Family Support Programme (East & North) and Strengthening Family Programme) and Corporate Services (consisting of all supporting departments).


1) Strategic Business Partnering and HR Advisory

  • Build and develop a strong and trusted relationship with the HOCs/HODs, Managers and Staff of client groups to establish credibility and accountability.
  • Establish a strong understanding of the business goals, operations needs/challenges(current or future) and ground issues of client groups.
  • Be well-versed in the EOMs and manpower requirements (current and future) that are unique to the client groups.
  • Partner with HOCs/HODs to study and review staff promotion, career progression and succession planning (current and future) of the client groups.
  • Provide HR advisory and guidance to influence all talent decisions, adding value to the centre-specific people issues and operations.
  • Initiate multi-domain taskforce discussions internally with Talent Acquisition (TA), Talent Reward (TR) and Talent Development (TD) to put together the right resources to developthoughtful solutions and to make recommendations to support the client groups in theirissues/challenges.
  • Work closely with TA to sit in for the interviews of critical positions to ensure appropriate cultural and competency fit.
  • Partner with HOCs/HODs in the planning and execution of any change management processes as and when required.
  • Coach people leaders and managers on the Performance Appraisal process with form completion and performance conversations with employees.
  • Ensure client groups comply with Singapore employment law and adhere to MWS policies and practices at all times.
  • Initiate regular monthly meetings with HOCs/HODs to discuss on matters concerning centre-specific people issues/challenges.
  • Attend and participate in department/operations meetings with constructive communication that value add.

2)HR Care Support

  • Handle and prepare for new employee on-boarding and induction to ensure progressive assimilation to MWS, the centre(s) and the job.
  • Give timely support and concern to staff, particularly during times of needs and distress, caring for their physical and mental well-being.
  • Discuss employee confirmation, transfer, re-designation, conversion, renewal and re-employment with HOCs/HODs, managers and staff to ensure smooth transition to the next milestone or new position.
  • Prepare and handle employee off-boarding to ensure smooth and gracious exit experience, be it voluntary or involuntary exit.
  • Propose retention options, initiatives and strategies to better retain talents and reduce staff turnover.
  • Conduct the appropriate retention surveys (e.g. new employee, employee climate surveys, exit interviews etc.)
  • Compile and analyse data collected from employee surveys and exit interviews for the centre(s) and cluster(s).
  • Identify specific areas of issues and/or concerns pertaining to the centre(s)/cluster(s).
  • Propose and advise Action Pan to address or improve any issues and/or concerns identified.
  • Involve and participate in the planning and rolling out of organization-wide/centre events and activities such as Staff Recognition Award, MWS Day, Christmas Party, CNY, Annual Workplan, Staff Retreat, Nurses’ Day, Care Packs and Recruitment Fair etc..
  • Partner with HOCs/HODs and managers to handle and manage work performance, employee disciplinary, workplace disputes and grievances
Job Requirements
  • Degree in Business Admin / HR or equivalent
  • 5 to 8 years of relevant HR experience with business partnering exposure
  • Familiar with Singapore Employment Act
  • Able to maintain highest degree of confidentiality and professional integrity
  • Excellent communication (written and oral) and presentation skills
  • Strong problem-solving and analytical skills
  • Independent in making decisions that are logical, sound and prudent
  • Take ownership, proactive and positive
  • Managerial experience in leading a team
  • Comfortable with technology; familiar with MS Office suite
